Meeting with Marcel Lemonde

  • Can you quickly introduce yourself? (academic and professional career, nationality, profession, areas of expertise)

Marcel Lemonde, PhD in Law, graduated from the National School for Judges and Prosecutors (ENM). I was magistrate in France for 35 years, carrying out all of the functions associated with a judicial career. I was also Deputy Director of the National School for Judges and Prosecutors (ENM) for 5 years (1992-1996). I finished my career as an International Investigating Judge at the Extraordinary Chambers in the Courts of Cambodia (ECCC) from 2006 to 2010. Since then I have been officially retired but I remain an international judicial consultant (I have been employed for 2 years by the Council of Europe, as part of a project to improve the functioning of criminal justice in Turkey). I have  a particular speciality in comparative criminal procedure.

  • What are the areas of law in Cambodia that need to be reformed or developed?

The texts are, for the most part, are acceptable. The Code of Criminal Procedure could, however, be improved on many points, in particular by taking into account the reforms that have taken place in France since 2000. But above all, it is judicial practices that need to be seriously reconsidered.

  •  What role do you play with the Henri Capitant Association?

  •  Can you give us one word that best described you?

Calm ?

  •  Why did you choose to come and work in Phnom Penh?

Unfortunately I do not longer reside in Cambodia. Because of my interest for international law, I applied for a position at the ECCC. I do not regret it: it was, by far, the most interesting experience of my whole professional life. 

  •  What do you like to do after working hours and when you go outside of Phnom Penh?

Discover the depth of Cambodia, preferably by bicycle.

  •  Can you tell us one thing that nobody knows?

At my age, I see only one possible answer: “I am not exactly who people think I am”
